Video: Downtown New Orleans Floods

Flash flooding occurred in parts of New Orleans, including the downtown business district early Wednesday. Thunderstorms producing rainfall rate of 3 inches an hour moved through the area, causing flooding. 

The water later receded in the downtown area.
