Total snow accumulations up to one inch and ice accumulations between one tenth and four tenths of an inch. Winds gusting as high as 40 mph. * WHERE...Portions of northern New York, Champlain Valley and parts of northern Vermont. * WHEN...Until 4 PM EST Monday. * IMPACTS...Isolated power outages and tree damage are likely due to the ice.
