Northwest winds will gust 30 to 45 mph today. * WHERE...Portions of northwest North Carolina, southwest and west central Virginia, and southeast West Virginia. * WHEN...From 7 AM this morning to 10 AM EST Monday. * IMPACTS...The cold wind chills as low as 15 below zero could result in hypothermia or frostbite if precautions are not taken.
