Mud and debris flows will be possible across foothill and mountain areas, including recent burn scars. * ADDITIONAL DETAILS... - A moderate to strong atmospheric river will impact Southwestern California Tuesday through Wednesday. Heavy rainfall is expected with high rainfall rates.
