For the Cold Weather Advisory, very cold wind chills as low as 30 below expected. * WHERE...Valley, Daniels, Roosevelt, Northern Phillips, Richland and Sheridan Counties. * WHEN...For the High Wind Warning, from 8 AM this morning to 3 AM MST Thursday. For the Cold Weather Advisory, from 10 PM this evening to 10 AM MST Thursday. * IMPACTS...High winds may move loose debris, damage property, and cause power bumps. Travel will be difficult, especially for high profile vehicles. The dangerously cold wind chills could cause frostbite on exposed skin in as little as 20 minutes. Frostbite and hypothermia will occur if unprotected skin is exposed to these temperatures. PRECAUTIONARY/PREPAREDNESS ACTIONS...
