San Luis Obispo. * WHEN...Through Friday afternoon. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Mud and debris flows will be possible across foothill and mountain areas, including recent burn scars. * ADDITIONAL DETAILS... - This prolonged strong Atmospheric River storm system will bring periods of heavy rain through late this week. Several structures are flooded. Numerous roads remain closed due to flooding. Streams continue to rise due to excess runoff from earlier rainfall.
