Rainfall from the past week has increased soil moisture to high levels across western Washington. Additional rainfall of around 2-6 inches is expected early this week. This amount of rain will put extra pressure on soil instability, leading to an increased threat of landslides and debris flows, especially from recent burned areas. This rain event could act as a trigger for new landslides. Areas most susceptible to landslides debris flows under these conditions are steep coastal bluffs, other steep hillsides or road cuts, and recent burned areas. A diminishing threat of landslides and debris flows will continue for several days after the rain ends. Vernon affecting Skagit County. Skagit River Near Concrete affecting Skagit County. .Heavy rain in the North Cascades will push the Skagit River at Mount Vernon back above flood stage later today. PRECAUTIONARY/PREPAREDNESS ACTIONS... Motorists should not attempt to drive around barricades or drive cars through flooded areas. To escape rising water, take the shortest path to higher ground. Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Caution is urged when walking near riverbanks. Even 6 inches of fast-moving flood water can knock you off your feet and a depth of 2 feet will float your car. Never try to walk, swim, or drive through such swift water. Flood waters will inundate low areas near the river...roads...and several residential areas mainly Cape Horn...Hamilton and Thunderbird. Some water will flow onto Cockreham Island and into the Nookachamps and Sterling areas. Flooding will also occur in headwaters...tributaries...and other streams within the Skagit Basin. Creeks and streams may rise out of their banks. Flooding may occur in poor drainage and urban areas. Storm drains and ditches may become clogged with debris.
